Event:  Public Workshop - Draft Periodic Evaluation and Draft Amendments to the 2022 Groundwater Sustainability Plan

The Vina Groundwater Sustainability Agency (GSA) and Rock Creek Reclamation District GSA invite the community to a public workshop on the Draft Periodic Evaluation and Draft Amendments to the 2022 Groundwater Sustainability Plan.

Every five years, the Sustainable Groundwater Management Act requires the GSAs to evaluate groundwater conditions, review whether the Groundwater Sustainability Plan is working as intended, and make changes as needed.

This workshop is an opportunity to hear what five years of monitoring show, understand the changes being considered, ask questions, and provide input. The Boards have not acted on the draft documents. Comments received will be considered before any Board decision.

  • Groundwater conditions in the Vina Subbasin
  • Key content from the Periodic Evaluation
  • Proposed Plan amendments, including expanded groundwater level monitoring, local management levels, and changes to land subsidence monitoring and criteria
  • Facilitated panel discussion with Christina Buck, Butte County Water and Resource Conservation; Laura Foglia, Larry Walker Associates; and Ryan Fulton, Larry Walker Associates
  • Open question and answer period of at least 20 minutes
  • Information on how to submit a public comment

Informational posters and staff will also be available to answer individual questions, discuss the information presented, and hear comments.

Draft Documents and Public Comments

Draft documents will be posted by September 14, 2026 on the Vina GSA's GSP Periodic Evaluation & Plan Amendments webpage.

Written comments on the draft documents will be accepted through October 26, 2026. This allows comments to be considered by the Stakeholder Advisory Committee and the GSA Boards at upcoming meetings in November and December, where final decisions on the documents will be made.
