Now Accepting Applications: Vina GSA Domestic Well User Stakeholder Director Vacancy

The Vina Groundwater Sustainability Agency (GSA) is seeking to fill the primary Domestic Well User Stakeholder Director position on its Board of Directors. The primary Director serves as the voting member on the Board and is supported by an alternate who may step in when the primary is absent or has a conflict of interest. The Butte County Board of Supervisors will appoint the new Director to fill this vacancy. Applications are being accepted by Butte County, and the selected applicant will serve the remainder of the term, ending on October 10, 2027.

Eligibility Requirements

To qualify, applicants must meet the following criteria, as determined at the sole discretion of the Butte County Board of Supervisors:

  1. Reside within the Vina GSA jurisdiction and own or lease residential real property in the jurisdiction; and
  2. Extract groundwater from the jurisdiction for domestic use only.

Applicants may not be a party to any pending litigation against the Vina GSA or any of its Member agencies.

Role and Time Commitment

This is a volunteer position. Board meetings are held monthly on the second Wednesday at 3:30 PM at the Chico City Council Chamber (421 Main Street, Chico, CA). The estimated time commitment is 2 to 5 hours per month, including meeting preparation, attendance, and occasional follow-up.

Selection Process

All applications received by the deadline will be reviewed by the Vina GSA Ad Hoc Selection Committee, which will provide a recommendation to the Butte County Board of Supervisors for final appointment.

If the recruitment proceeds as anticipated, the Board of Supervisors is expected to consider the appointment at its August 26, 2025 meeting. The newly appointed Director would then begin serving at the next regularly scheduled Vina GSA Board meeting on September 10, 2025. This timeline is subject to change.

Application Deadline

To be considered in the first round of recruitment, applications must be submitted by Friday, July 18, 2025. If a sufficient number of qualified applications are not received, the deadline may be extended.

About the Vina GSA

The Vina Groundwater Sustainability Agency is the governing body responsible for ensuring the sustainable management of groundwater resources in the Vina Subbasin. Formed through a Joint Powers Agreement, the Board leads implementation of the Sustainable Groundwater Management Act (SGMA) and oversees development and execution of the Groundwater Sustainability Plan (GSP). The GSP addresses groundwater reliability, water quality, and long-term resource stewardship to support both environmental and community needs.
